Is it possible to have a lens such that all light incident on one of its surface emerges parellel on the other
We are basically trying to come up with a light collecting mechanism. In a double concave lens , light traveling in the direction of the focal point of the lens emerges parallel to the principal axis on the other end.
However light rays not traveling towards the focal length behave differently.
Is there any lens that either focuses all radiation incident on it at the same point regardless of the angle of incidence or at least makes it parallel to the principal axis ?
No there is not. Actually, that would violate Heisenberg's uncertainty principle. That principle states that the position and momentum of a particle can not both be known exactly or
delta p * delta x >= hbar/2
where delta p is the uncertainty in momentum and delta x is the uncertainty in position. If you could perfectly columnate the light after the lens (make it parallel), this uncertainty equation would require the lens be infinitely big. That is not possible. And that is not even taking into account rays that come in a different angles, that is only considering rays coming from the lens focus! So it actually isn't even possible to get a lens that makes the rays coming from the focus perfectly parallel. Trying to get all rays from all directions to come out parallel would be infinitely harder (but equally impossible).
